Developer Alessandro Paluzzi managed to capture some screenshots that show that the aforementioned functionality is under development.
As you can see in the first screenshot, the feature will offer Telegram users the ability to add an email ID to protect their account, with an option to log in via Google for Gmail users.

The new feature will appear in the "Privacy and security" settings in the Telegram app and tapping it a pop-up will appear with the following warning:
“This email address will be used every time you log into your Telegram account from a new device. "
A special button available within the pop-up will allow users to link their Telegram accounts to a different email ID. With this system, the privacy of Telegram users should be better protected, but at the moment the company has not shared any details regarding this feature.
